In regard to Internet Web Filtering, the FortiGuard Labs Internet Database service is used to categorize sites you may try to access via FSCJ networks. The following categories are blocked by FSCJ.

You also have the ability to review the URL yourself by going to https://www.fortiguard.com/webfilter
Open a browser and go to https://www.fortiguard.com/webfilter
In the Search URL field, enter the site URL which you are trying to access.
Your search will return which category the site belongs to.
You can either have FSCJ review the site and add it to a clear list by submitting a ticket to Helpdesk, or you can also click on the Request a Review to have FortiGuard Labs review the site as well and update the category in their database.
